Franklin scored three touchdowns in the fourth quarter in a rally effort, including two rushing scores from Jake Bowermaster.
But Xenia stopped Franklin on the potential game-tying two-point conversion and Wells rushed in his final TD to put the game out of reach.
Xenia improved to 2-1; Franklin fell to 0-3.
Fairmont 28, Milford 21: Jesse Deglow had a pair of touchdown runs in the first half and Braden Miller accounted for both TD runs in the second half for Fairmont. Deglow finished with 134 yards on the ground and Miller had 84.
Northmont 35, Tippecanoe 14: Michael Franklin led the way for Northmont with four rushing touchdowns, including an 82-yard scamper, racking up 280 yards on 23 carries. Danny Lewis added a 56-yard interception return for a score. Cade Beam tallied both of Tippecanoe's touchdowns on short runs.
Miamisburg 49, Loveland 14: 'Burg exploded for 396 yards on the ground, led by Jon Yerkins with 167 yards and two touchdowns. Tate Vongsy added 88 yards and three scores and Zion Lewis and Braden Barr had one rushing TD apiece.
Troy 29, Turpin 7: Jaydon Culp-Bishop tallied 238 rushing yards with two touchdown runs and added a 75-yard kickoff return for a score in an outstanding performance for Troy. Brayden Siler hooked up with Shane Shoop on a 13-yard TD pass to finish the scoring for Troy.
Butler 38, Wilmington 12: Ryan Martin ran in four touchdown runs in the second half to help Butler build up a big lead. Martin finished with 122 yards on the ground and Mason Motter added 132 and a TD run.
Piqua 42, Meadowdale 0: Makeegan Kuhn and Micah Karn had a pair of rushing touchdowns apiece and Karn finished with 107 yards on the ground and a TD pass to Matt Blankenship to pace Piqua.
Sidney 38, Belmont 6: Ryan Dunham threw for 235 yards with TD passes to Darren Taborn, Josiah Hudgins and Ratez Roberts to lead Sidney. Rian Reaves ran in the lone TD for Belmont.
West Carrollton 47, Preble Shawnee 42: Austin Jones caught a four-yard TD pass from Tristan Dillon with 16 seconds to play to cap off a shootout win for West Carrollton. Preble Shawnee had a pair of rushing scores in the fourth to take the lead before Dillon's TD throw.
Lebanon 7, West Clermont 3: Quarterback Kyle Short's 12-yard keeper scored the go-ahead touchdown for Lebanon with 1:03 to play in a game that had an 80-minute weather delay.
Gahanna Lincoln 17, Springboro 14: Gahanna Lincoln scored 17 straight points after Landon Palmer found Kameron Dickerson on an eight-yard TD pass to put Springboro on the board. Tim Keseday added a one-yard TD rush to cap the scoring for 'Boro.
Lakota East 32, Middletown 7: Jack Dobrozsi rushed for 127 yards and four touchdowns, including the last three scores, to lead Lakota East. Sean Church added a TD throw to Christian Bodden to cap the scoring for East. Will Williams hauled in a 23-yard pass from Kamari Fuller for the lone Middletown TD.
Carroll 42, Washington Community (IN) 0: Trent Fox and Matt Eavers each had two TD runs and Eli Haney and Eion Jankowski added a rushing score each for Carroll in the big win.
Oakwood 35, Carlisle 14: Tommy Lunne threw four touchdown passes, two to Jack Armstrong, to lead Oakwood. Josh Amongero added a 15 yard rushing score to cap the scoring for Oakwood. Brice Naylor and Jayden Sweeney each had a TD run for Carlisle.
Bellbrook 26, Tecumseh 0: Brendan Labensky tossed touchdowns to Cameron Brittian, Alex Westbrock and J.R. McCormick in leading Bellbrook.
Talawanda 32, Eaton 20: Terrell Wills and Kyle Campbell each rushed in a TD in the fourth quarter to help Talawanda seal the win. Wills finished with two scores and Luke Richardson had an 86-yard punt return score. Zach Schmidt caught a pair of touchdowns for Eaton.
Mount Healthy 28, Dunbar 6: Gregory Packnet rushed for 107 yards and the lone TD for Dunbar in a losing effort.
Northwestern 35, Milton-Union 21: Ben VanNoord hauled in an 80-yard TD catch in the first quarter and 97-yard score in the fourth. Eli Berner added a TD run, catch and throw for Northwestern. William Morris had a passing and rushing TD to pace MU.
Lehman Catholic 24, Graham 14: Elliot Gilardi's 60-yard interception return helped put the game away. Tyler Sollman had a rushing and receiving TD and Gilardi added a TD throw to lead Lehman. Brady King threw a TD and Camron VanHoose added a rushing score for Graham.
Ben Logan 50, Upper Scioto Valley 0: Ben Whitten returned an interception for a score to put Ben Logan on the board, then Whitten caught TD passes from Cole Jones for 57 and 59 yards on the next two scores. Jones finished with 187 yards and three touchdowns through the air and Trent Berry had a pair of rushing scores.
Mechanicsburg 44, Southeastern 0: After a scoreless first half 'Burg exploded for 38 points in the third quarter. Joey Mascadri led the way with two TD runs and Mack Delong added an interception return for a score.
West Liberty-Salem 44, Cedarville 6: Trevor Woodruff threw for 226 yards and two scores, and Zayne Reed, Woodruff, Isaiah McGill and Barik Ray each added a rushing TD for WLS.
Greeneview 27, Fairbanks 14: Nick Clevenger ran for 156 yards on the ground and Clay Payton and Taylor Stinson each added a rushing TD to pace Greeneview.
Dayton Christian 20, Ponitz 14: Seth Griswold had a passing and rushing TD, Sam Reid hit a pair of field goals and DC forced three turnovers to earn its first victory.
Coldwater 35, Versailles 7: Cole Frilling caught two TD passes from Jake Hemmelgarn to carry Coldwater. Jake Poling tallied the lone TD for Versailles on a run.
Marion Local 51, Parkway 7: Nate Bruns threw three touchdowns and added a rushing score to lead Marion Local.
Minster 28, Fort Recovery 22: Minster pulled ahead in the fourth with an eight-yard TD pass from Jacob Niemeyer to August Bohlein.
Anna 42, New Bremen 7: Bart Bixler ran in the first two touchdowns for Anna and added a TD throw to Jeffrey Richards.
