The city of Springfield entered into a letter of intent with Dillin LLC over the summer to design a plan to redevelop the former Kroger building.
Kroger closed its location in the area in March, making the south side of Springfield a food desert. The nearest grocery store in the area is roughly four miles away.
The agreement that will be discussed on Tuesday is part of a redevelopment plan called Four Corners.
That plan was presented to commissioners over the summer and featured, at the time, renderings of the former Kroger building redesigned as a “food mart.” It also included a garden and space in the front of the building for food trucks as well as stone signage on the corner of Limestone reading, “Historic South Springfield.”
The meeting on Tuesday will be held virtually. It will start with an executive session, closed to the public, on collective bargaining matters at 1:30 p.m.
The meeting that is open to the public will begin at 2 p.m. with a work session planned at that time to talk further about the Kroger redevelopment project with Larry Dillin, the president of Dillin LLC.
Commissioners are slated to start their legislative session after that.

Questions that will be read during the meeting are to be submitted no later than 1 p.m., Tuesday. Those wishing to do so must include their name and address and are asked to submit those questions to Peirce.
Questions without a name and address will not be read during the meeting.
Other items that will be presented during the meeting on Tuesday include the first reading of an ordinance that will focus on the costs of improving municipal water system facilities.
Commissioners will also be asked to authorized the financing of a ladder truck for Springfield Fire Rescue Division.
