NEW: Police report details Springfield shooting
A warrant is out for his arrest and Clark County Prosecutor Brian Driscoll said anyone with information of his whereabouts is asked to contact Springfield police.
Springfield police began their investigation into Sampuran when they were called to the 200 block of Delcourt Drive because a man had been shot.
“The victim … was taken to Springfield Regional Medical Center by squad then taken by Careflight to Miami Valley Hospital,” an affidavit obtained by the Springfield News-Sun says.
The affidavit says a birthday party was taking place at the home when Sampuran arrived and became upset with one of the witnesses. The witness began to leave when his brother — who is the eventual victim — showed up.
“(The victim) and Ravi began to talk and Ravi pulled a pistol and shot (the victim) multiple times,” the police report says. “(The victim) fled but Ravi got into his vehicle and chased (the victim) west on Delcourt Drive.”

The victim knocked on a neighbors door for help and was shot again by Sampuran, the affidavit says.
“Ravi also struck the front door of the residence,” the report says. “By the time officers arrived on scene the defendant was gone.”
A warrant was issued for his arrest, Driscoll said. Sampuran had not been arrested by Friday morning, online jail records indicate.
