Springfield man sentenced for touching himself in CTC parking lot

A Springfield man was sentenced in connection to allegations he performed a sex act on himself in a school parking lot.

Paul Smith, 33, pleaded guilty in Clark County Municipal Court to public indecency, according to court records. A charge of disorderly conduct was dismissed as part of a plea agreement.

Smith was sentenced to a serve a 60 day suspended sentence in the Clark County Jail, according to the records. He was also ordered to not go onto the Springfield Clark County Career Technology Center campus and was ordered to get treatment for pornography addiction.

The Clark County Sheriff’s Office began their investigation on Aug. 30 at around 8:45 a.m. when they were called to the CTC.

A teacher reported to supervisors that she felt she was being watched in the parking lot by a man, an affidavit filed in the case says.

The affidavit says a deputy saw security footage from the school that showed Smith parked in a car pleasuring himself as the teacher walked away from her vehicle, according to the affidavit.

“The teacher never observed the act; she thought this vehicle’s presence was odd due to the vehicle was not familiar to her and the occupant was not familiar either,” the affidavit says.

The deputy went to search for the car and found it at an apartment complex nearby. He was able to make contact with Smith, the affidavit says.

“Paul stated he had an itch and he motioned toward his groin area,” the affidavit says. “I again advised Paul that I had observed what I believed to be him exposing himself, and it was captured on camera. Paul stated ‘the eye in the sky doesn’t lie’ referring to the camera.”

The suspect told the deputy that he had a sexual addiction, according to the affidavit.

“Paul went on to say he had a problem with sexual tendencies, and it excites him to be in a situation that he may get caught,” the affidavit says. “Paul advised he is addicted to porn but ‘he has standards and I would never involve children.’”

The deputy wrote in the affidavit no children saw the act.
