He pleaded not guilty in Clark County Municipal Court on Tuesday and a judge set his bond at $25,000.

Ragland is wanted in connection with a shooting that occurred about 8:30 p.m. May 27 on Rutland Avenue. Police said 21-year-old Joe Gohl was shot and taken to Springfield Regional Medical Center by his father.
“(The father) stated he saw (the suspect) holding a small black handgun that had a chrome ejection port,” the police report says. “(The father) watched the (suspect) shoot the firearm four times while standing in the street at Gohl, striking him in the right hand and his upper right thigh causing serious injury.”
An arrest warrant was issued for Ragland shortly after the shooting. U.S. Marshals then picked him up early Tuesday morning. According to a media release, U.S. Marshals took him into custody on Garfield Drive
He remained listed as an inmate of the Clark County Jail on Tuesday afternoon.
The felonious assault and discharge of firearms charges are both second degree felonies with a possible penalty of two to eight years in prison and/or a $15,000 fine if convicted. The weapons under disability charge is a third degree felony with a possible sentence of nine to 36 months with a $10,000 fine if convicted.
