The deputy stopped the vehicle because he noticed it had a very loud exhaust and the driver appeared to be having trouble staying in the proper lane, according to the statement.
The deputy saw a small child in the back seat and noticed the vehicle was "filled with trash, cigarette ashes, and old food throughout."
He also noticed three different prescription pill bottles in the name of someone other than McCombs.
A check of the vehicle registration also revealed the car had been reported stolen out of Champaign County.
At that point, McCombs was arrested pending the filing of charges that include drug abuse, possession of a dangerous drug, child endangering, receiving stolen property and driving under suspension.
The child, whose age and gender have not been revealed, has been turned over to Clark County Children Services.
