Ronald E. Spinks, 43, of 5340 Hominy Ridge Road, has been charged with two counts of aggravated menacing, as well as one count each of assault and disorderly conduct. He was also cited for driving under suspension and physical control. Spinks pleaded not guilty in the Clark County Municipal Court on Thursday morning. Bond was set at $16,000.

A German Twp. police officer was sent to the Northwestern bus garage on Troy Road about 5 p.m. Monday about a man who was trying to pick up a child who was brought back to the school because no one was home.

A school official wouldn’t allow the child to be picked up because the man who arrived was allegedly intoxicated and was also not on the approved pick-up list, the police report says.

The officer alleged he saw Spinks chest bump the official, then handcuffed him and placed him in the back of the cruiser. Spinks smelled of alcohol, the report says.

Spinks allegedly began banging his head on the cruiser window and after being warned by the officer, he attempted to kick him, the report says. The officer placed him on the ground but Spinks allegedly continued to resist. He kicked the officer in the leg, police alleged, and attempted to spit on him.

Multiple jurisdictions were called to help restrain Spinks, including officers from Tremont City, North Hampton and the Clark County Sheriff’s Office. After being restrained, Spinks allegedly began yelling at two Northwestern officials, saying he was going to kill them. He allegedly told one official, “old man in the blue shirt, I’m going to kill you, too.”
